A "tender" ship makes its way out in the early morning fog to an "Opening." Openings are the place and time Fish and Game decides to allow commercial fishing. Tenders act as shuttles, buying fish from the fishing boats out on the water and hauling them back to processing so fishing boats can continue fishing for the duration of the opening.
